What is the EUR.1 used for?

The EUR.1, whose full name is the EUR.1 Movement Certificate, is a customs document that certifies the preferential origin of goods. Its main purpose is to enable goods to benefit from a reduction or elimination of customs duties when exported from one country to another with which a preferential trade agreement is in place.

When we talk about preferential origin, this means that the product complies with rules of origin set out in a trade agreement between countries.

Although it is usually requested or processed by the exporter, the main economic benefit is typically for the importer.

The EUR.1 form is only relevant where there is a trade agreement or preferential scheme that provides for it.

Is the EUR.1 form compulsory? Not always. It depends on the country of destination under the applicable trade agreement, the value of the goods, the type of exporter, and the method of proving origin specified in the agreement.

In some cases, a declaration of origin on the invoice or another commercial document may be used instead of the EUR.1 form.
